Cut poke pinch rivet tool

I can figure out what everything does, but to what is the question. No maker's mark or other markings, probably rusted off over time.
38 years a Tool and Die maker, forever a collector!

Yeah...seems like it would be handy if you were making leather belts.....

Also high on the list of tools you don't want some fellow tossing you across the shop....

Sort of like "which end of a snake is better to grab?"

Does it actually cut?? Difficult to see if it works like anvil pruners, or if the blade passes between the two outer parts - would it fold thin card or metal, rather than cut it??

Blade cuts, is angled on one side and it passes through slot. Piece screwed to side is to keep blade from spreading when cutting.
