Pentagonal box end suggests something to do with fire equipment.  How about those hoses we used to have in schools and other public buildings back when woolly mammoths stomped throughout the land?

My firefighter son says it is a hydrant wrench with a gas valve opener.
Brand is M S A- still in business.
No pictures but lots of catalog listings-
 MSA 461828 WRENCH,PD,VALVE
Google it.

Might be more inclined to close them in a fire  myself, just saying.....

In a pinch the wrench might fit lug ear type hose couplings also...

Might not if it is a bleeder line needing open to reduce pressure when gas is under heat, just saying :-)

The 4579 Wrench can also be used to operate standard 1.5" and 1.25" pentagon fire hydrant nuts.

Note:  manhole covers also often have pentagonal headed screws to hold them closed.
