Just looked it up it lists for $423.52 and is made in Spain

I saw a smaller adjustable on ebay about a week ago with that same adjustment style. I think it was a 8 or 10 inch size. If I remember correctly it was listed with 2 others in the same listing.

I imagine the maker is Irega as they make the other Channellock adjustables. Irega is probably the best current manufacturer in the world...
