what's this tool used for?

Anyone know what this is used for?

I would guess that those are the second most common type of Weed tire chain pliers that I see (out of several different types).  They were probably made by McKaig-Hatch.  I will try to look up the patent number if Rusty does not beat me to it.


EDIT:  The patent number is 1698474; Jan 8, 1929.

Here is a picture of three other types of tire chain pliers.  Based on just my gut feel from having a bunch of these over the years, I would say that I have had more of the Weed ones (top one in picture), then the McKaig-Hatch 2nd most, then the St. Pierre (bottom one in pic below), and then the J.N.M. ones last.  Does anyone know of any other variations?
