I'm no ratchet expert but it look Proto-like to me.

(early V series, round handle going to flat handle)

Incident? Heck, just fashion a handle and use it as a stubby.
Better yet, send it to me. I have a ratchet project that could make use of that piece.

Here's a C-man Moore Drop Forge 1/4"er I just sold. Looks pretty close, other than mine had a depressed channel of some sort.
Does you rat have the oil port?

Someone must of been desperate for a shorter ratchet to work in tight spaces. The tool gods must of been sad that day.
